Update (As of November 19, 2021): The Inter-Agency Task Force (IATF) has clarified that under Alert Level 1 to 3, business establishments may still make the wearing of face shields mandatory despite the order to make the wearing of face shields voluntary.
“With regard to the voluntary use of face shields for areas under Alert Levels 3 to 1, it is hereby clarified that the same is without prejudice to employers still requiring their use for their employees/workers and/or customers in their respective premises.”
President Rodrigo Duterte has approved recommendations to ease the Philippines’ policy on using face shields. This was further detailed in a memorandum issued by Executive Secretary Salvador Medialdea to the pandemic task force.
Under the new order, the use of face shields in areas at Alert Level 1-3 will be voluntary.
Meanwhile, at Alert Level 4, LGUs and private establishments are given discretion regarding the use of a face shield. Areas under Alert Level 5 or granular lockdowns, however, will have face shields mandatory.

Following the announcement, the Department of Transportation announced that face shields will be voluntary inside public transportation including jeeps, buses, and the MRT-3.
