LTO (Land Transportation Office) has just announced that it will be rolling out its e-driver’s license this month to try and solve the plastic shortage affecting the distribution of physical cards.

Digital license holders will have the same privileges and responsibilities as physical license holders and are subject to the same rules regarding traffic violations, fines, and penalties.
Moreover, they must present their e-driver’s license which can be accessed through the Land Transport Management System (LTMS) portal account if apprehended. Temporary operator’s permits or electronic TOPs are issued for 72 hours, and LTMS accounts may be suspended if traffic violations persist.
According to Hector Villacorta, LTO officer-in-charge, this rollout is part of the digitalization efforts of the office to ensure a more effective/efficient licensing system.
The Memorandum Circular No. HAV-2023-2410, which describes the requirements for the digital license, will be in place starting July 26.
